Looks similar to a double wheel scapement. We see on pic 1, there's two scapement wheels (2) with their own bridges (4 and 6). The anchor with his bridge (6) and on the second pic (1). Also we see how that if the crown is at 3 o clock then at 6 o clock it's the seconds wheel (1). The desing suggests
