We only know what one side has told us. And there are a lot of missing details. And we're also making an assumption that what we are told is accurate. I've had Patek Philippe warranty claims in the past. I have never been charged, nor has any other brand ever charged me for shipping to my recollection - but maybe they did and they just integrated the charge in another way (everyone assumes they haven't been charged if they didn't see an actual upfront charge upon intake of the watch, but that doesn't mean that it wasn't paid for eventually elsewhere. Although my situation isn't exactly analogous to our original poster's situation. And remember, this is an allegation that the watch has a manufacturer's defect. We don't know if this is true. It's an ALLEGED defect. Lots of possibilities out there. Let's keep an open mind.
