First time I have ever seen this on an enamel dial.

From my understanding and what was explained to me at the Salon in Geneva the dial is polished enamel. So it is beyond me how this could happen. Did the enamel glass separate from dial base? Is it something sitting on top of the enamel?
As you say, humidity seems like an unreasonable explanation. At least from my armchair perspective, Patek should take care of this one despite the ended warranty.
Since you post the question of what to, I suggest bypass the middleman and you send a letter of complaint directly to Patek Geneva. I know I would feel this in not entirely fair.
