Back then, watches were only for the wealthy.  Any watch with any complexity couldn't normally be serviced easily - as a local clockmaker would not normally be able to do it.  But if you lived in Paris, you'd be able to get it done - as Breguet had a workshop there.  But you bring up a very good point.  These things were treated with care, precision instruments.  And they were very expensive, a nice watch was so valuable that it was worth the groceries for a family of four for multiple years.  Some were worth as much as a smaller middle-class home.
