Andrew, I think the "fast and light" vs. "slow and heavy" balance wheel question doesn't have a simple answer. 

A large wheel with a large moment of inertia should resist the effects of small disturbances better, but when disturbed, will take longer to recover its normal rate.

A light wheel with a small moment of inertia will be more affected by disruptions, but should recover more quickly.

There is the additional question of a severe shock to the movement, which I would imagine would be more likely to break pivots of a large balance.

I read once that fast beat watches were easier to adjust to run stably in multiple positions, versus a slow beater.  A watchmaker should weigh in on this.
