Not too far away from Shiodome/Ginza/Shinbashi, in the downtown neighborhood of Ningyocho is one of my absolute favourite Shabu-Shabu/Sukiyaki restaurants called Imahan .  This place dates back to 1895 and also sell wagyu through their butcher. You will not regret it, and if you do, I'll pay for the meal !

Although I prefer Shabu-Shabu, here is one place I typically go for the Sukiyaki instead. But to be honest, it is worth two visits to try both !
