Did you ask him to degauss or demagnetize it?
I can order Seiko parts from suppliers in the US but that wouldn’t be necessary in most cases. I think he is being overly-cautious because this is a new, under warranty watch.
I’ve heard nothing bad about the Mahwah Seiko facility and I have never spoken to or heard of anyone sending a watch there. I’d send it in if you’ve already had it demagnetized.
Regarding the changing hands, etc I think when it’s under warranty they usually will do whatever they deem necessary to make it right, since there is no cost to you. These are pretty stout hands compared to a Chrono with tiny sundial hands so they might come off and back on ok.
