Very dissapointing I have to say....
I can only assume it isn't uncommon over where you are..??
Here in England it is very strict....in fact on the opposite side if a Rolex dealer is found to be offering a discount they will get warned and then loose the contract. Even I don't get a discount on Rolex, but I can on anything else.!
Dealers are also only meant to be selling these new Daytonas to customers who are known to them and have previously bought at least 1 other Rolex from them or they won't even take your details.
I picked up my Daytona a few weeks ago but would never even consider it if the price was hiked up.
Fingers crossed you can finally recieve one somewhere.

All over the the South Asia region. Especially where the dealers have shops in the region, the prices will be controlled. The current asking price is approx USD19k. Patiently waiting to get mine. Cheers
