Thierry’s decision to honor his Dad in this manner and contrary to sound financial considerations to never place this movement in any future watch.
That said I think it could be done in a different way - a way that would make the tribute even more special while adding over time to the company’s bottom line. Also, it would allow current and future collectors to own a watch combining a minute repeater and alarm. I can think of 2 possible options, both of which do not limit further use of the movement in other versions of 1938P watches as well as future references:
1) Produce the watch exactly as is. Limit it to three pieces, one for Philippe, one for Thierry and one for the Museum. Make additional 1938P watches, not limited to 30 pieces, with no portrait or reference to Phillipe. Make the dial in Grand Feu enamel like the tribute watch, but to distinguish it from the original make it in blue (a la the 2d version of 5370P) with Breguet numerals all around OR
2) Stick to the plan of having this movement at first only appear in 30 pieces, all with Philippe’s portrait, inscription and signature but instead of selling these tribute watches, gift them to Philippe’s closest friends, family, business associates and collectors. Yes, I know this sounds a bit extreme. It would reflect Philippe’s ethos of not being bound by convention and shooting for the extraordinary. Have a personal inscription on the back to the recipient, eg “To Joe Jones. With love and appreciation. Philippe”. The analogy to the King Saud watch probably leaves out one key element. I imagine that the King did not sell the watches, but rather gifted them, a common Middle East practice of royalty.
Then Patek should proceed with making non tribute 1938P watches (see paragraph “1” above) as well as future models incorporating this extraordinary movement. This would further keep vibrant the life, memory and visionary accomplishments of Philippe for current and future generations of collectors.
