I can attest to a pervading atmosphere of customer care and striving for perfection in an imperfect world in Japan, even in the 21st century.
I was not there at the factory when your watch was born but knowing the Grand Seiko people, I'm sure QC was adequate. They are obsessive.
How moisture re-condensed afterwards will be the question the watchmaker will try to solve.
That'swhy it's going back to Japan ratherthan a regional centre. Unless you live in Japan. ..

Has perfect QC, not to make an excuse for GS, but a buddy of mine has his brand new PP 5960 chronograph button stuck the first time he pressed it.

Seal failure somewhere
Not really a QC issue. Moisture got into the case somehow. Perhaps the gasket used was defective. Hopefully, the case does not have a compromise somewhere.. Good to get it fixed ASAP as moisture will corrode the movement .
