It's an issue related to the warranty or no warranty coverage period.

Neither i think it's related to the geographic region.
I had a bad experience in Italy waiting for 11 months a 5712 sent back to assistance during the warranty coverage period.
I think, more simply, they do too much watches with less accuracy so the records about faulty watches have grown up more than proportionally and they haven't all the necessary resources to front all the cases in acceptable times.
