if you had a say a Seamaster with a 552 cal and gave Omega the case reference number together with the movement serial number there is no way you could tell if the movement and case had always been together.  Yes, the serial number would tie up with the case ref but that doesn't really mean a lot - it could have a movement from another Seamaster or any other watch with a 552 movement - providing the serial numbers were close that is (and perhaps it doesn't matter much anyway as the case and movement are 'matched').  I can see how effective it would be with say a gold case - if you substituted another movement that came from a steel case it would show up.  I'm still unconvinced - surely I'm missing something.
