I just consulted Erich's reference work on Omega chronometers . . .

. . . which didn't include a ref 2364 with your dial. There's two vaguely similar in the section devoted to ref 2364, but without punched markers and vacated minute track.
There's scant doubt in my mind that the dial of your 2364 was produced contemporaneously with the watch. It is an authentic dial in my opinion.
My initial assumption was that the dial is a prototype that never made it to production. However, after you shared an identical and equally convincing example, my sense is that you're in possession of an extremely rare dial variant.
