Overall finishing effort is probably similar, but they emphasize different techniques and have more/less attention in different places. I think RWS has better dials and hands, but RR has terrific anglage on the bridges and beveling on the gears. I'd probably consider a CC more well-finished than a plain Series 2. But if you get some engraving added on the RWS, I'd then put it above the CC for overall finishing.
For construction, I'd give the CC extra points for a well-exposed movement and and its unique layout. The RWS has the coaxial escapement, but I'm unsure how to value that.
For value preservation, this should ideally not be a factor. Both watches will undoubtedly retain value, but they should be keepers for life. RWS would likely be seen as more prestigious, and I don't think I see that changing soon due to Roger's status in the watch world and the more limited production. But RR did very well at the last Only Watch auction, so perhaps RR has more room to grow in value by comparison.
The major advantage I think RWS has is that (from my understanding) he does most of the construction/finishing himself, whereas RR works with a larger team. This adds significantly to the artistic value, as there are very few brands where the name on the dial is the name of the person who actually makes your watch.
