Nowadays, a small or sub-seconds hand functions as
1. way to tell a short interval of time
2. indication that the watch is running
3. a "cheaper" way to indicate seconds than a center hand
4. an aesthetic element on the dial
5. a link to traditional clocks and watches
6. a differentiator from the "herd" of "normal" watches
It can be functional, but there's so much more than functionality in our watches...
