That's just the camera. If you look at certain watches that run at 21.6K vph with a large second hand, with a video recording camera (or sometimes the naked eye), you'll see that as well. Not terribly unusual. Lange for instance, has a special anti-vibration mechanism on the second hand for the Richard Lange. Since it's such a large second hand, they wanted to dampen the vibrations so the second hand vibrated less.
As far as your watch goes... We can't really make a determination if it's really wrong without seeing it. Although I would say, the one in the video isn't great, and the wobble in the second hand is noticeable in the video, I wouldn't say it's a major problem.
