He ordered the regulators to come up with a legal way to make it happen; if they knew how to do it legally it would already be on its way, but they don't. Yet.
Alas, another good reason to leave this place.

But I read Sand Hill Road is an epicenter of it unfortunately. I don't know how big of a problem it is, as the articles I've read didn't give comparative police statistics.
