I like it.
It would require some practical tweaking and extensive testing, but i see potential.
Personally, i don't take any watches even near water, so this system has no use for me, but objectively, this might be useful. And i hate the screw down crowns - the uncertainness of the crown clicking back into first position and the constant pressure on the stem and thus on the entire movement.

I like the concept. Two areas that would need consideration : 1. Could the lever catch on anything when in a locked position opening the crown inadvertently ? 2. The lever would need to
have a maximum reach that does not allow the user to extend beyond the 2nd crown setting damaging the crown stem. Hope this helps. Best rgds Will.

Must make sure the recess for the lever head is flushed

And imo it's not like the Panerai system because that's only a protective system and not an active system like your concept.
