Exclusive is a better descriptive term than rare, particularly for pieces made within the past 20 years or so.
And, I think you are right, assuming you have the where with all, almost any piece could be had.
Granted, the application process makes the acquisition more difficult and if denied, does not mean it's impossible to get.... just harder.
