Are you sure this isn’t simply lighting causing the difference you are calling the chrome effect? Strong light at a slight angle can cause all sorts of effects. For sure there are multiple colourways as I have often seen with the 5131R’s. ...

"shininess" is created by how the dial was made. Out of the several 5131Gs that I have handled, this is the only one with the "chrome" effect.

I wonder if the chrome effect you have witnessed is caused by a thinner than standard layer of enamel?

So for instance showing more of the base gold disc through the enamel and hence giving a metallic reflection. I have seen on some Ulysse Nardin Tellurium dials evidence of the base gold disc showing through, some even appear to show a texture to the base ...
