I have the habit to see speed variations in the motion of the second hand. When measure a watch, it is ok. I lay my watches on different angles to keep it easy for a movement. I red Louis Breguet invented the tourbillon to get rid off the problem with gra... 

Even if you turn the watch just slightly one way or the other, the "gap" can change drastically and actually in some angles it will look vice versa. Try it out

Bottom one seems to stick out farther... Have owned it for eight years and it is probably overdue for a service.. I think on average the top pusher is used twice as often as the bottom. So perhaps the top spring has softened a bit and it doesn't push the ...

...or then the screw inside the pusher is getting loose (pusher turns) and then one day you will see no pusher ! It is quite common problem. Qualified watchmaker would be able to find the right answer to your question. Have a nice day.
