This is a difficult question to answer.
Brands like VC, Lange, JD, UN, MB Villeret and others produce watches with beautiful enamel dials.
None of them can claim theirs are the best. It is undeniable that some enamel dials are out sourced. The quality is beyond the brands' control. I have personal experience many years ago.
I suggest we take a look at PSM's Marin 1. It has beautiful 2 layers of enamel dial - out sourced.
In terms of reputation, Anita Porchet is a very talented and popular enamellor who had made some gorgeous enamel dials for VC.
My personal favourite enamel dials would be from Lange.
