Sefico, La Marque, Le Forban, Douglas / Wolbrook, Aurore etc. If anything, GO came a bit late to the party in 1969 with the original SeaQ.
Not sure who was the first with this dial / hands configuration, as so many of them adopted them (some, however, had the arrow hand for the hours).
For the case, however, having extensively researched the matter, it appears that it was Aquastar with its Diver 63 who invented this design. People often refer to this case design as "62 MAS", after the Seiko diver which popularized it, but that model only came out in 1965, two years after the Aquastar.
