If you are a client and they have the equipment, they should charge you $0. But they should do it at their convenience.
It's kind of like how all jewelry stores offer free cleaning. It's a perk jewelry stores give clients so they come in.
If you didn't buy the watch from the AD, they'd probably advertise it at $20, but never charge anyone. They also don't want any liability; for instance they charge someone and something else happens outside of their control and the watch accumulates moisture.
I'd probably bring the staff a box of chocolates. Or fruit if one of them is allergic to nuts.
The waterproof equipment is neither difficult to operate nor bulky nor expensive. So larger dealers and jewelers should have it; but many of them don't. However, the machines that dealers use aren't usually the best machines the factory uses. The factory probably uses a Witschi Proofmaster 100M capability. So that's a fairly expensive machine (around $3000 US Dollars).
