Since it was shipped by Fedex, they can retrieve things or lock the recipients account - the overnight couriers are usually knowledgeable about the recipients - I'm pretty sure the post office won't or can't.
A friend of mine was scammed the same way - the watch went to Malaysia but somehow the courier got it back a few days later, telling them they would never get another delivery ever...
Another approach is to find the residential address on Google and see what the neighborhood looks like (preferably before you ship) but find some hoodlum of your own to go threaten him to get it back.
I was once very close to buying a watch from a guy in Frankfurt. This was early days of the Internet, looking at photos I could only see ratty apartment buildings. I called a casual friend there who works in the Voter Registrar office, and asked "Would a guy in this street have a gold Chopard?" and his response was "Not unless he stole it".
This is a very sad case of a fraudulent watch payment vs the watch being actually stolen (when they enter your property and take it away).
