I actually heard back from Cartier
This piece is part of the top high horology release category, as per the below document 
Apparently a Royal had bought specifically number 16 at the time
of announcement and request a modification to the bezel and another to the case. I will get additional details tomorrow AM.
I am told Cartier has since discontinued this service to select clients, and will only create a new reference unique piece, rather than modify a current piece.
I know Cartier is world famous for custom Jewlery pieces that VVIP’s would order, but I never knew they would customize their watches, let alone customize one in a numbered collection!
Do we know of any other large brand that had this practice?
