TimeOut

Here is the most amazing part

that normally would be a red flag that TAD Kohara would not have built this cue even as a experimental cue (why would a test cue be so elaborately constructed to test a concept?)

This huge set of rings between the points and handle for decoration is nothing ever done on any Kohara or Martin cue ever.

It basically mutes the sound of a TAD. The ping is likely not going to propagate through that additional joint. Which means the cue likely is a dull hit. Or smooth silky hit if you like shooting with no contact feel of the cue ball. It looks to be an attempt at making a Balabushka Buzz Ring but a different way like a sleeve on the forearm.

Now if you have studied TAD cues, you will quickly learn that TAD learned the basics of cue construction from another Hall of Fame cue maker Harvey Martin. Since TAD didn't sign his cues, TADs get confused for Harvey Martins. You have to check for numbers in the shafts to know it was a Martin since nobody else ever numbers their shafts by stamping numbers on them except Martin.

So you can see where the TAD Big Pin that is so sought after by players comes from. It's basically the evolution of Martins. And never is there something between the forearm and the butt sleeve.
