The power reserve version also has more white area (including the hands for the power reserve and date), so has more "colors".
Whether it is or will be available outside Japan is, well, unknown. Check out your local SEIKO website and see the news release about it.... Even in Japan, all the ADs are sold out (even the largest got what they submit pre-orders from the prospective buyers, and the late orders are waiting for the second batch, which may or may not come (the Urushi meister can make only 15 dials per day). Some grey dealers still have some (I don't know how they got them!). Power reserve version has more chance - the simple version seems more popular here....
