There is no difference. It's just Seiko's archaic way of dividing the marketplace. Really silly and inefficient IMO.
Ken, I agree, and I don't understand why they need to have different model numbers for Japan and the rest of the world.

This shippo dial has a very nice texture n layering to its dial colour
