I believe it is for bikes. In the second photo I show the gate that blocks vehicle access. That gravel path, about 20km, was built by Velo Quebec (I believe) with the cooperation of the private land it cuts through. Along it there are places where the farmers cross with their equipment, much like the paved path below. It wasn't so much built as repurposed to share with the public.

My record for one day on this machine was just under 130 miles (209 kilometers) back in 2015. That was the same day as Milan-San Remo, so I was dreaming of classics glory while getting my distance work. Best, Tim
