Lost, misplaced, significance not appreciated by original owner, etc.
Also, some people don't want to send original papers to another person especially if their name is on the original certificate.
I'm a collector and always try to get them but have never decided not to purchase simply because the papers are missing.

Important only to the most serious collectors for the high end pieces. If someone wants the watch, they will buy it regardless.

... if someone can choose between the same two watches they will take the one with CO... So, or the watch in question is a top model then it will probably have it's CO anyway, or it's just a regular model and then, see above...
