Or it could be a simple battery issue...
I'd be installing fresh batteries all the way around first and then taking them out and reinstalling them if it didn't work.
These are essentially small computers and rebooting can often solve a lot of problems
In cars, a low battery can cause all kinds of problems that you'd never think were from the battery. My 214/218 Bulova Accutrons can run very strangely on low batteries (or not at all).

...The 1666 has separate rotors/stators for the Second hand and for the Hour/minute hands.... So sounds like something's up with the Hour/Minute side...could be mechanical (doubtful) or electronic...trying that synch hand thing might help. Other than that...
