Yes, the Big Ben and many others used the IV.
But, what puzzles me here is that on (almost) all clocks from this time JLC uesd the IIII.
Like this, 1952.

In the Wikipedia article about Roman Numerals there is a section on the use of IV and IIII on clock faces. The clock on the Westminster clock tower (aka Big Ben) - probably the most recognisable clock face in the world - uses IV.
