I remember Chernobyl very well...
it was my 30th birthday and I flew from Paris to Helsinki but the AF plane landed 170 km from Helsinki. When I finally came home, my whole family were waiting for me but I was pissed like a baboon. Luckily I remember the birthday present my dad gave to me: a Rolex Date-Just with engraving 26.4.1986 on the backside. My nephew has it.
Anyhow, Chernobyl influenced a lot to the lives of non-Russian Soviets. I.e. from Estonia a big amount of Estonians were commanded there without they were told anything about the radiation.
But why would Russians use anything else than people from the occupied areas. Now they try to get at least slices of Ukraine and some more people for future usage.

My guess it's politics
With the current prices nothing is left in Russia after the production costs and costs of Transneft pipeline. That make aggressions towards other countries a bit trickier. And perhaps the Russian nation starts asking one day: "what are our leaders doing"....
