It’s rubber...
there are a couple explanations, neither of which is dangerous. Rubber is porous, so if you took that strap diving or to the pool, water may have collected in there (tiny amounts) and come out via evaporation onto the surface. The other possibility is that the strap could have been treated with something like a conditioner or an oil, and depending on evironmental conditions, it got forced out.
I don’t see any degradation of the strap (no surface damage) so I think it’s ok.
