return parts in general, that's my understanding. VC did not return the old crown from my vintage piece, and as far as I know it is the same for Patek. It is a bit annoying but I believe that they simply don't want parts to be sold on ebay or use to build...

Golden parts, like crowns, are often not returned. But then - this is the official position - the price of the replacemenpt part already calculates the material value of the old piece kept. Otherwise, it would be illegal. As a general rule, I receive the ... 

When my GO Karree perpetual was serviced, an old parts bag was returned to me.

The dial is so lovely, definitely a keep for you, IMO.
