The position of the dragon hand is correct. The dragon hand always points at the intersection of the ecliptic with the lunar orbit. That it is pointing towards noon on the tellurium, simply means that, if the moon were there, which it is not, an eclipse could happen. I am not sure what website you are referring to, but if it is an astronomical calculation of the exact position of the ascending note of the lunar orbit, this will vary by quite a bit, given the complexity of the lunar orbit, from what tellurium can show. Even Oechslin’s genius doesn’t go that far!
