That small pavilion is one of the parts of a Shinto shrine...

The Ch?zuya (???) is a free-standing structure located a short distance from the main building, used for cleansing with water as part of a ceremonial purification rite known as temizu.

You can see it up close as follows in one of my photos from 1-Jan-2015 taken at Meiji Shrine in Tokyo... (the original photo was from the Hokkaido Shrine in Sapporo).
