I can only offer my personal experience in Australia.About 4 years ago, I was told instructions from PP to AD' s to cut the plastic bag in front of customer after sale was finalised and for papers to be dated with purchaser's name.It had to have a name which my AD insisted.For other brands, I have the option of leaving name blank although dated.If an AD follow normal good practice, the watch would be wound and time and date set.If it is a complicated piece eg.a perpetual, AD would go through with purchaser the intricacies of setting the watch ( and the need for observations as set out in manual so watch is not spoilt ) and help set if purchaser wants to.I have heard stories that watches can be easily resealed in plastic bags and done especially in markets were buyers are more 'anal' about 'sealed in plastic' condition.
