I find in Asian jewelry stores, the white gloves are more often used. But not as much in USA and European jewelry stores.
I've never been to Mumbai, but I have been to another major city in India; where I found service very good in some areas, and very lacking in others. A wider than normal gap. Which makes sense.
Japan is one of the places where I would say service is more consistently good. Although your experience seems to be definitely unusual! Like how big was this minimum per head fee? In Italy, I've seen a "coperto" during my travels to Italy. Basically there's a seat charge once you sit down, it's typically around 5 Euros. I assumed it's just a part of the culture. Some restaurants do have such charges or minimum chargers per person, like you have to spend a minimum of 15 Euros. I once joined a friend at a cafe where I wasn't hungry, but upon seeing there was a minimum charge per person, I ordered a slice of cake. I haven't noticed any charges like that in Japan though.
