I am not too experienced with eBay or PayPal but are you confined to paypal at this point or could you lodge a claim with eBay and see if they are more flexible? Has PayPal said that that will only accept authentication by swatch group? I believe that they should accept this from a professional watchmaker or even from some of the "heavyweights" here on the forum as G suggests. At least to get things going within they timeframe of 5 days.
