Hi Edward,
I'd definitely restore it (sympathetically - i.e. not overdone). Unlike some here, I don't see many of these around and if it was mine, I'd try to get it looking as good as possible without vandalizing it.
Have fun - and let's see it when it's fixed

i´d fix the movement problems ( there will be rust under the plates....) & remove the black luminous remains from the markers ( they will have attributed to the poor state of the dial) & relume the hands with a greyish looking lume. different crown & slig...
here is my white dialed one.... has the portoguese customs mark......
stamped on top of the 4 o´clock lug.... hard to see in the pics. looks like a small hole, but customs marked all incoming watches.... kind regards. achim...
