This is because watchmaking companies did not have their own network of authorised dealers or licensed agents. In local markets around the world, customers were more familiar with their hometown retailers and - in the early days of men's wrist watches in some cases - did not care too much for the name of the manufacturer. So if you were buying a watch in Cuba or Brazil or Italy or the United States or Venezuela, you wanted to see the name of a reputed, prestigious retailer on the dial. Watchmaking companies typically agreed to this approach in order to gain market access.
