... as far as I learned from Andreas Hentschel:

First, the screws in the movement are heat blued.

Whether the slots are achieving blue colour depends on

1. the volume of the screw. The less volume, the easier the slots get blued as well. The screws used in the 1130 are of comparatively high volume, hence the non blued slots.

2. most screws are nickel-plated in the first place. Prior to heat blueing you need to polish off the nickel, which can get difficult with the slots. Nickel-plated surfaces cannot get heat blued.
