They just stared not knowing what to do. It was quite awful really. Three gypsies were all over a man (obviously a tourist as he was carrying luggage) trying to figure out where his wallet was. These women were patting his clothes everywhere. A fourth gypsy woman was holding a clipboard and shouting questions, pretending she was taking a survey. Two of the gypsy women had jumped onto the man. The man had a hard time holding onto his luggage and carrying most of the weight of two women. He was wobbling towards oncoming traffic of Paris - Boulevard Haussmann and Rue Scribe near the Palais Garnier Opera House. Good neighborhood, not far from Place Vendome. The lady bystander, also a tourist, didn't scream, didn't do anything. This was at 3PM in the afternoon. There were other locals and tourists in the Opera district on the same sidewalk within 5 meters from our victim. All of whom didn't do anything. Just stared and watched as this unfortunate fella was carrying his luggage and two women, about to stumble into the street and get hit by a car. Fortunately, the two women let go at the last minute, nobody fell into the street. Nobody got ran over by a car. And in the end, nothing happened. You would expect one of the bystander women to shout or scream. But that didn't even happen.

But is this really news for a place like Mexico City? It’s the same perception I’d have of Johannesburg… high levels of violent crime.
