It’s well-documented/researched that even were we to conclude people DID know what was happening this could have played a part. Further in credit to those onlookers they also probably were aware that there was a high risk the individual was armed.

I myself have witnessed a strange situation where people whom I knew personally just watched three gypsy women try to rob someone. They just watched and could figure something was very wrong, but just didn't know what to do.
