My guess: It’s easier and less error-prone to set the ALARM hand using visible 10-minute subdivisions, rather than 12-minute subdivisions.
Thus, the six increments between hour markers, instead of the traditional 5 increments.
So you lose the ease of seeing minutes precisely, but gain alarm setting precision. Maybe???

Just to be clear, many would not agree with you about the Nautical being the "Poor mans" Polaris! The Vulcain came several years before the JLC and many of the design elements on the Polaris was "borrowed" from the Nautical. Like the 16 holes on the back....

Well could be - except this is one of their few models without an alarm function!
