I think the makers thought 37 is at the upper end of what they thought of (over the years) as womens watches and at the lower end of what they relatively recently thought of as men's watches, so they ignored that size.
I welcome the recent trend down towards those sizes.

Wear what you like. The large watch trend used to be a thing. I myself am over it. My wrist is 7 inches. 38 mm is the sweet spot for me. Hope that helps to answer your question!
