Hi,
you'll find this sort of dial aperture on most of the observatory chronometer movements. The reason is simple, observation and
maintanance of lubrication. The size and especially centricity of the balance staff pivot oil drop is crucial for superior timekeeping.
Even slightly to harsh movements (shocks) can ruin the "perfect" setup - with help of this dial aperture this can be spotted much better.
Some dials also have an additional aperture for the escape wheel cap jewel (or for the two observation holes for the pallet jewels.
This is also one reason (the possible precision of lubrication) most of those movements weren't equipped with any sort of shock protection.
