Accuracy v precision

 

The classic target analogy works here - it's precise, but not accurate.  As a (former) competitive target archer, precision is needed first - being able to shoot a group is the hard part.  Once you have the group, move your sight to move the group to the middle of the target.  Here if the rate is repeatable, you have the "group" and just need to move the rate to the desired spot.
